She currently has no disciplinary actions nor reported medical\nmalpractice cases. There are 38 references to her in published Alaska workers\ncompensation cases between 2000 and 2018. <\/p>\n\n\n\n<p><strong>Healthgrades reviews<\/strong><\/p>\n\n\n\n<p>Dr.\nBell has a 1.3 star average rating from reviews on Healthgrades website: <a href=\"https:\/\/www.healthgrades.com\/physician\/dr-lynne-bell-y5pgb\">https:\/\/www.healthgrades.com\/physician\/dr-lynne-bell-y5pgb<\/a>. Here are some of the unedited comments\nthat were left on that site:<\/p>\n\n\n\n<p>\"She Is an insurance Shark. She is not an IME.\"<\/p>\n\n\n\n<p>\"Yes an insurance company ringer, as stated in another review, and I have a very serious brain herniation from my cerebellum 6mm herniation. She said that I\u2019m not injured. This felt like nothing more than legal abuse. This ORCP 44 court \u201crequirement\u201d needs to stop if Dr\u2019s are paid to hurt and injured person further! Was told by and attorney these type of people are known as 'Street Walkers in the Legal Community'.\"<\/p>\n\n\n\n<p>\"Dr. Bell is an insurance company shill. She is not an Independent Medical Examiner. She is an insurance company ringer. Zero care for the patient. Hostile bedside manner. Biased exam. An unhappy person who is only interested in pleasing her insurance company employers.\"<\/p>\n\n\n\n<p>\"I was required by worker's comp to receive an IME from Dr Bell. I felt like I was on trial, having to defend my symptoms her. Not only was she snarky during the exam, but also in her report. She blamed everything on my depression (which is treated) and said I was ready to return to work. I am no where near being able to return to work. It is time to get a lawyer. Be very careful what you say to her!\"<\/p>\n\n\n\n<p><strong>\u201cIndependent\u201d Medical Evaluations in Alaska <\/strong><\/p>\n\n\n\n<p>The following are a selection of cases in which\nDr. Bell opined that the injured worker was not injured at work and either had\npsychiatric issues or an alcohol problem. This seems to be her mantra.<\/p>\n\n\n\n<p><em>McNamee v Nabors Industries and American Zurich<\/em>, AWCB Dec. 18-004 (1\/11\/18)<\/p>\n\n\n\n<p>On July\n26, 2012, the injured worker\u2019s daugther completed an injury report on behalf of\nher father. The report states Employee fell and suffered a <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Iaa9b4965475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">head and back injury<\/a> on October 16, 2011.<\/p>\n\n\n\n<p>On October\n15, 2014, Lynn Bell, MD, PhD., conducted an employer's medical evaluation\n(EME), and began her report by stating her diagnoses were \u201c\u201cprovisional\u201d at that\ntime due to \u201cinsufficient\u201d information. Based on the information available to\nher, Dr. Bell was unable to attribute any of Employee's disability to the\n\u201csupposed\u201d <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib89a81be475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">head injury<\/a> in 2011. The most likely cause of Employee's\ndisability was, according to Dr. Bell, <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ib0dcb210475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">cerebrovascular disease<\/a>. (Bell report, October 15, 2014).<\/p>\n\n\n\n<p>On March\n6, 2017, Dr. McCormack testified Employee's <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ib48ac653475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hydrocephalus<\/a> was a preexisting condition and Employee's <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib89a81be475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">head injury<\/a> aggravated that condition, causing it to\nchange from compensated <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ib48ac653475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hydrocephalus<\/a> to uncompensated <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ib48ac653475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hydrocephalus<\/a>. If Employee did not have preexisting <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ib48ac653475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hydrocephalus<\/a>, the <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib89a81be475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">head injury<\/a> would not have caused Employee any significant\nissues.<\/p>\n\n\n\n<p>Four months later, Dr. Bell\nreviewed additional records and authored an addendum report, wherein she opined\nthe most likely explanation for Employee's clinical presentation of <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ib3120861475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">dementia<\/a> and gait disorder was <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ic63aaa5f475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">Wernicke's encephalopathy<\/a>. She also wrote, \u201cThere is\nalso an indication from the more recently reviewed records that [Employee]\ncontinues to use alcohol. Given that he likely has a history of severe\nalcoholism, he should be completely abstinent from alcohol.\u201d Among the\nadditional records Dr. Bell reviewed for her addendum report were a September\n20, 2012 chart note that instructed Employee to avoid alcohol, an October 13,\n2012 emergency room report that noted Employee was at a party and had a few\nbeers when he developed pain, a May 15, 2014 emergency room report that stated\nEmployee's liver function test was normal, and a May 16, 2014 chart note that\nstated Employee used \u201coccasional alcohol a couple of times a week.\u201d<\/p>\n\n\n\n<p>The Board wrote: \u201cThe\nconclusions Dr. Bell draws from the additional records are curious. Physicians\ncommonly recommend patients avoid alcohol for a variety of reasons, and many,\nif not most, adults do consume adult beverages while attending parties. <em>Rogers\n&amp; Babler<\/em>. Dr. Bell\nfailed to explain how either of these two facts, or a normal liver function\ntest, or how using \u201coccasional alcohol a couple of times a week\u201d evidences a\n\u201chistory of severe alcoholism.\u201d <em>Id.<\/em>\nTo whatever extent Dr. Bell appeared to be overreaching in her opinions was\nconclusively resolved when she was deposed\u2026.On cross-examination, Dr. Bell\nacknowledged Employee did not tell her he was an alcoholic, and neither did\nEmployee's daughter volunteer he was an alcoholic. Instead, and notwithstanding\nEmployee reporting he never drank more than one to three beers per week, Dr.\nBell explained her \u201cvery strong evidence\u201d of a \u201chistory of severe alcoholism\u201d\nwas Employee's wife was an alcoholic, and \u201cit is pretty common that couples\nwill both abuse.\u201d<\/p>\n\n\n\n<p>The Board found that the\nSIME doctor\u2019s opinion \u201cfar\u201d outweighed Dr. Bell\u2019s opinion. The Employee won his\ncase.<\/p>\n\n\n\n<p><em>Shafter v\nUniversal Health Services, Indemnity Insurance of North\n America, <\/em>AWCB Dec. 14-0010 (1\/31\/14)<strong><\/strong><\/p>\n\n\n\n<p>On August\n10, 2012, Employee reported injuring her hand while working as a housekeeper\nfor Employer when a shelf fell and struck her. <\/p>\n\n\n\n<p>On\nNovember 29, 2012, Dr. Levine examined Employee and found developing CRPS,\nright hand, and status post blunt trauma to right hand<\/p>\n\n\n\n<p>On June 5,\n2013, neurologist Lynne Bell, MD examined Employee for a second EME. Dr. Bell\ndiagnosed: 1) right <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib4d69bbb475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hand contusion<\/a>; 2) injury to branch of superficial radial\nnerve associated with <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib4d69bbb475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hand contusion<\/a>; 3) functional overlay related to preexisting\npersonality features and possible ongoing psychological problems. The report\nstated, \u201c[Employee] does not meet criteria for diagnosis of CRPS or <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ic304ad18475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">reflex sympathetic dystrophy<\/a> as defined in the AMA\nGuides, 6 Edition.\u201d Dr. Bell recommended a psychiatric EME to explore possible\npsychological factors which may be contributing to Employee's ongoing\ndisability. Dr. Bell further reported, \u201cThe cause of the right <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib4d69bbb475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hand contusion<\/a> and injury to the branch of the superficial\nradial nerve was the industrial injury ... No further active treatment is\nrequired to address either the right <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib4d69bbb475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">hand contusion<\/a> or the right superficial radial nerve injury.\u201d\nDr. Bell found Employee was medical stable on June 5, 2013.<\/p>\n\n\n\n<p>Employee\nwon petition for SIME.<\/p>\n\n\n\n<p><em>Gianni v Pfeifer Constr., State Farm<\/em>, AWCB Dec. No 08-0184\n(10\/10\/2008)<\/p>\n\n\n\n<p>While\nworking as a framing carpenter for the employer at Potter's Marsh, on the\noutskirts of Anchorage, Alaska, on March 13, 2006, the employee was\nstruck on his the face, the top of his head, and his right temple by steel\nchoker hooks on cables from a boom truck<\/p>\n\n\n\n<p>Over the\nnext few days, the employee developed physical and cognitive symptoms, and on\nApril 5, 2006, the employee was seen by Meganne Hendricks, M.D., in the Providence emergency\nroom. Dr. Hendricks diagnosed closed <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Ib89a81be475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">head injury<\/a>, ataxia, dysarthia, and <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ic05f562e475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">traumatic brain injury<\/a><\/p>\n\n\n\n<p>At the\nrequest of the employer, neurologist Lynne Bell MD examined the employee on May\n20, 2006. Dr. Bell reported the employee's speech changed during the interview\nand he displayed exaggerated movements on his physical testing. Dr. Bell\nindicated the employee's neurological presentation was classical for\npsychiatric disturbance, and indicated he showed no evidence of <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=injury&amp;entityId=Iaf351cbb475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">brain injury<\/a>. Her impression was that the employee suffered\n<a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ibf4310be475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">somatoform disorder<\/a>, and she recommended he undergo a psychiatric\nexamination.<\/p>\n\n\n\n<p>Employee\nwon SIME petition.<\/p>\n\n\n\n<p><em>Hyder v Fortson, State Farm<\/em>, AWCB Dec. No 04-0053 (3\/2\/04)<\/p>\n\n\n\n<p>The employee worked for the employer, a physician, as a\ncertified medical assistant. The physician is a paraplegic dermatologist. On\nFebruary 10, 2003, the employee was injured when the employer ran over the\nthird digit of the employee's right hand with the employer's wheelchair<\/p>\n\n\n\n<p>Dr. Chandler performed <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=mproc&amp;entityId=Ib6ba022b475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">stellate\nganglion blocks<\/a> and prescribed a self-administered physical\ntherapy program.<sup>8<\/sup> Dr.\nChandler also diagnosed \u201cright hand CRPS.\u201d<\/p>\n\n\n\n<p>Because the employee had extensive treatment with little\nimprovement, the employer scheduled an evaluation by neurologist Lynne Bell on\nJune 27, 2003. Dr. Bell evaluated the employee and reviewed her medical\nhistory. She also performed a physical examination. She concluded that the\nemployee's right index finger crush type injury had resolved, that the employee\nsuffered from a <a href=\"https:\/\/1.next.westlaw.com\/Link\/Document\/FullText?entityType=disease&amp;entityId=Ic63ad1ad475411db9765f9243f53508a&amp;originationContext=document&amp;transitionType=DocumentItem&amp;contextData=(sc.Default)\">somatoform\npain disorder<\/a> with probable conversation symptomatology and found no\nevidence of CRPS. She specifically recommended against additional treatment\nthrough invasive means and recommended psychiatrically based treatment. Dr.\nBell did not consider the treatment provided to the employee to be reasonable\nand necessary and rejected the proposal to implant a cervical stimulator. She\nopined that the employee could return to work if her psychiatric issues were\naddressed.
